Throughout your stay in Taiwan, four different types of insurance coverage will be provided to extensively cover any emergencies or illnesses. Insurance premiums will be subsidized by scholarship.
International Student Insurance
International Student Medical Insurance Policy will offer coverage of potential medical care for the first SIX months (Sept. to Feb.), the period when you’re not eligible to National Health Insurance. Nevertheless, two major limitations are highlighted:
- A cap of NT$1,000 per day for outpatient treatment.
- The insured need to pay medical service first and receive the reimbursement by application.
- This program will be active on September 11, 2022 and expire on March 10, 2023. More introduction about this insurance: click here.
Insurance Claim
An insured student should submit a photocopy of ARC, passport, bank deposit book, along with diagnosis certificates (medical report/診斷證明書) and original receipts to project manage for insurance claim. Reimbursement will be remitted to the applicant’s bank account normally in two months after application.
National Health Insurance (the most important one)
The National Health Insurance program is a compulsory social insurance program. By law, every Taiwanese citizen with official residency or foreign national living in Taiwan with an Alien Resident Certificate (ARC) must enroll in the program. Foreign students can apply to enroll in the program through their school after a continuous residence in Taiwan for six months. NHI premium is included in your tuition bill. In February the next year after arrival, Office of International Cooperation will notify you of handing in the copy of your ARC and a photo (passport size) to apply for NHI.
Eligibility (MUST READ)
- You have NOT traveled outside of Taiwan during the past six months (from the day you entered Taiwan to February 2022) or traveled out of Taiwan only once and less than 30 days during the past six months. Qualifications regarding continuous residence is strictly implemented. Unless you’re compelled to go home for urgent matters, you’re strongly advised to stay in Taiwan during winter break.
- If you leave Taiwan twice or once but over 30 days, you are NOT eligible to join the NHI program.
- If you travel outside Taiwan only once and less than 30 days during the first six months, it will delay your insurance time based on how many days you are abroad. For example, if you arrive in Taiwan on Aug. 27, 2019 and leave Taiwan for 20 days during winter break, your NHI will be eligible on March 19, 2020.
(2019/8/27 arrives Taiwan –> 6 months 2020/2/27–> 20 days 2020/3/19)
Please note that International Student Insurance is only valid until 2020/3/10. You should be responsible for the 9 days without medical insurance due to your travel plan. - Case I: continuous stay in Taiwan for 6 months without any overseas travel.
First entry date 2019/Aug/27–> NHI effective date: 2020/Feb/27 - Case Ⅱ: have traveled once (less than 30 days) during the 6 months.
First entry date 2019/Aug/26, and have traveled abroad once for 10 days (e.g. 2020/Jan/1-2020/Jan/10) during the 6 months–> NHI effective date: 2020/Feb/26+10 days= 2020/March/7 - Case Ⅲ: have traveled twice (less than 30 days each) during the 6 months.
First entry date 2019/Aug/26, and have traveled abroad twice for 10 days each (e.g. 2020/Jan/1-2020/Jan/10 & 2020/Feb/18-2020/Feb/27) during the 6 months–> recount 6 months from your first re-entry date on 2020/Jan/10 –> NHI effective date: 2020/July/10+10 days = 2020/July/20 - Case Ⅳ: have traveled once (more than 30 days) during the 6 months.
First entry date 2019/Aug/27, and have traveled abroad once for 31 days (2020/Jan/1-2020/Jan/31) during the 6 months–> recount 6 months from your re-entry date on 2020/Jan/31 and if haven’t traveled again in 6 months–> NHI effective date: 2020/July/31
The National Health Insurance plan enables members to access medical benefits such as emergency care, doctors and dentists consultations, maternity care and even traditional Chinese Medicine. When people feel ill, the government uses the premiums it receives from the insured to help patients pay a major part of their medical and medication costs to contracted health care institutions. In this way, when members are ill, they can obtain appropriate medical care for a relatively small amount of money.
Expenses
To receive medical services under NHI, you just need to pay a registration fee and copayment. The system covers most of the medical expenses, but patients are required to pay a small portion of the cost, called a “copayment.” In general, outpatients must pay a basic outpatient copayment and a medication copayment. If a patient is hospitalized, then he or she will have to pay an inpatient copayment when discharged. The total expense (including registration and copayment) to receive basic treatment e.g. flu, ranges from NT$150 (at clinics) to around NT$550 (at medical center e.g. Wan-Fang Hospital). Bear in mind that scholarship won’t subsidize these expenses. In order to save time and money, you should first seek outpatient treatment at a local clinic and stick to one doctor to get basic care. If a hospital stay or a further procedure or test is necessary, the clinic will refer you to a hospital.
Accidental and Medical Coverage
An accidental (up to the claim amount of NT$2,000,000 due to death or disability) and medical insurance (up to the claim amount of NT$30,000) will be additionally provided by the scholarship for the entire duration of your stay (from Sept. arrival year to Aug. graduate year) to subside the costs outside the coverage of NHI arising from hospitalization, physical disability or death as a result of hospitalization or accident. Life insurance is not included in this program.
Student Group Insurance
Mandated by the Ministry of Education to offer basic coverage during enrollment period, the student group insurance is a general group insurance program designed for all students at the university. According to the insurance policy contract, an insured student is entitled to personal insurance coverage for the costs arising from hospitalization, physical disability or death as a result of a disease or accident. Fee is included in your tuition bill.
